Matters for Consideration
(By the Board of Directors or Entire Membership)
Matters for consideration by the Board of Directors or
the entire membership, whether compliments, suggestions or complaints, shall
be submitted to the Board of Directors in writing. Submissions for
consideration at the monthly Board Meetings must be received at least 10
days prior to that month's scheduled Board Meeting at which time the
matter is to be considered.
Matters to be considered at the Annual Membership
Meeting are to be received at least 10 days prior to the last Board meeting
preceding the mailing of the "NOTICE OF ANNUAL MEETING."
Because the mailing of the "NOTICE OF ANNUAL MEETING"
generally is at least 30 days prior to the meeting date, the February Board meeting is the final opportunity for the board to
consider a matter to be placed on the agenda for the Annual Membership
Meeting.

If you would like to speak at the Board Meeting about the
matter you have submitted for consideration, state this in the request in
order for time to be allotted for your participation in the meeting.

Sec. 5-52. Parking prohibited in certain locations; traffic-control
devices.
(a) No person, except the operator of an emergency vehicle during an
emergency, a law enforcement officer or other public employees required to
so park in the performance of his duties, shall park any vehicle on any
street in any of the following locations:
(1) In front of a private driveway as provided in G.S. section 20-162;
(2) Within fifteen (15) feet of either direction of a
fire hydrant or the entrance to a fire station as provided in G.S.
section 20-162;
(3) Within twenty-five (25) feet of the intersection
of curb lines, or if none, then within fifteen (15) feet of the
intersection of property lines at an intersection of highways, except that
this paragraph shall not apply to buses stopping in properly designated
locations;
(4) Within an intersection or in front of any alley;
(5) Within twenty (20) feet of any ground-mounted
traffic signal, stop sign or yield sign;
(6) On a sidewalk, sidewalk area or plaza;
(7) On the roadway side of any vehicle stopped, standing or parked at
the edge of a curb or street;
(8) Alongside or opposite any street excavation or obstruction when
such parking or standing would obstruct traffic;
(9) Upon any bridge, overpass or other elevated
structure or within any tunnel or other underpass structure;
(10) On either side of any street at the approaches to
a bridge, an underpass or an overhead bridge within fifty (50) feet
in either direction of the outer edge of such structure;
(11) On either side of any street leading to a grade crossing within
fifty (50) feet of the closest rail; provided that where existing
permanent structures are located closer than fifty (50) feet parking may
be permitted in front of such structures unless otherwise
prohibited, and if such parking does not block the view in either
direction of the approach of a locomotive or train;
(12) In such a manner as to leave available less than
ten (10) feet of the width of the roadway for the free movement of
vehicular travel;
(13) On the left side of any street in the direction
of vehicular travel, except where permitted on one-way roadways;
(14) In any bus stop, except for buses;
(15) Within any marked traffic lane;
(16) On any median;
(17) On any crosswalk;
(18) Within twenty (20) feet of a crosswalk or handicap ramp;
(19) On any street in the area bounded by the Cape Fear River, the
north line of Red Cross Street, the east line of Fourth Street between Red
Cross Street and Chestnut Street, the west line of Chestnut Street between
Fourth Street and Fifth Avenue, the east line of Fifth
Avenue between Chestnut Street and Market Street, the south line of
Market Street between Fifth Avenue and Second Street, the east line of
Second Street between Market Street and Orange Street, the south line of
Orange Street between Second Street and Front Street, the east line of
Front Street between Orange Street and Ann Street and the south line of
Ann Street between Front Street and the Cape Fear River, except entirely
within a space which is marked as a parking space, or except in a loading
zone of any type during times when the restrictions applicable to such
loading zone are not in effect.
(b) The manager may install no-parking signs, yellow curb markings or
other traffic-control devices, to indicate where parking and standing are prohibited as stated in subsection (a), but enforcement of the provisions
of this section is not dependent on the installation of such devices.

Sec. 5-57. Parking large vehicles.
(a) Except for the purpose of loading or unloading, no person shall
park on the streets in the city, except in designated areas, any motor
vehicle, tractor trailer unit, trailer, semi-trailer, or towed vehicle, any characteristic of which equals or exceeds a width of seven (7) feet, an
overall length of twenty-five (25) feet or a gross
weight of two and one-half (2 1/2) tons.
(b) When unloading or loading a vehicle described in this section, no
person shall park such vehicle for more than two (2)hours unless the
person obtains a permit for loading and unloading as described in
subsection (c) below from the chief of police.
(c) The chief of police shall issue permits for parking more than two
(2) hours for the purpose of loading and unloading when he finds that such parking is necessary to complete the loading or unloading and the extended
parking will not endanger the public safety.
(d) This section shall apply to the operator of the vehicle, registered
owner of the vehicle, lessee of the vehicle or any person who causes the
vehicle to be parked in violation of this section in connection with a commercial enterprise or other activity abutting the public street.
